Commons licensing for public broadcaster YouTube channels

I wanted to ask a few questions regarding uploading images to Wikimedia Commons, specifically screenshots taken from recordings of Sansad TV (the Indian public broadcaster) that show Members of Parliament from Lok Sabha / Rajya Sabha. For videos available on YouTube before August 2025 that are marked as Creative Commons, can the license template YouTube CC-BY be used for screenshots derived from those videos? For videos uploaded after August 2025, what would be the most suitable license to use for screenshots from Sansad TV recordings? Is there any updated guidance on whether these can still be considered freely licensed, or if another template (e.g., Government of India related license) is more appropriate?
When I try to insert a YouTube link as a source, I sometimes receive this error message:

Could you please advise the correct way to add YouTube video links as sources so they are not blocked? Apart from YouTube, are there any other recommended or preferred ways to upload screenshots from public broadcaster videos (like Sansad TV) on Commons, for example using official archives or alternative source citations? - For YouTube videos before August 2025, use {{YouTube CC-BY}} and {{YouTube CC-BY 4.0}} for after July 2025. Also, any YouTube video that doesn't list a license in the video description, automatically falls under Standard YouTube license which protects the video (or any other derivative works like screenshot) from reproduction. About Sansad TV, all the works by Parliament of India are protected under Indian Copyright Act, 1957 for 60 years from the date of first publication. I've never seen any of its video listing the license, which means it is protected at both ends, by YouTube as well as the 1957 act. Let's talk about one of your upload, File:Bhubaneswar Kalita, Member of Rajya Sabha from Assam (2024).png. You've listed it under YouTube CC-BY. Can you show me where is the license mentioned in that video. If you can't, I would suggest you nominate it for deletion under {{SD|F3}} or {{SD|G7}}. I hope things are clear now.
